Victims’ names included after CM reads them, Sajjad points out

No mention of Pak irks BJP, says neighbor perpetrated carnage

JAMMU, Apr 28: The Legislative Assembly today unanimously adopted a resolution condemning attack on innocent civilians at Pahalgam on April 22 describing “such acts of terror” as “direct assault on the ethos of Kashmiriyat, the values enshrined in the Constitutions and spirit of unity, peace and harmony that have long characterized Jammu and Kashmir and the nation.”

After debate and reply by Chief Minister Omar Abdullah, the one-day special session of Legislative Assembly lasting a little less than three hours, unanimously passed the resolution which was put to vote by Speaker Abdul Rahim Rather.

The resolution was moved by Deputy Chief Minister and National Conference leader Surinder Choudhary.
However, BJP MLA from Udhampur West and former Minister Pawan Gupta pointed out that there was no mention of Pakistan in the entire resolution which perpetrated the attack and demanded that the neighbour’s name be incorporated.
Intervening briefly in the debate, Gupta said Pakistan is responsible for the terror attack and omission of its name and not blaming it for the carnage is not good. “We must name and shame Pakistan,” he added.
However, there was no response from the treasury benches.
People’s Conference chairman Sajjad Ghani Lone also referred to missing of the names of those killed in Pahalgam terror attack from the resolution.
“When we pass a reolution, this becomes record of the House. Names of those who fell to the bullets should have been mentioned in the resolution,” Lone said.
Before the resolution was adopted, the Speaker said names were earlier not available but since the Chief Minister has taken all names in his reply they will form part of the resolution. Accordingly, the resolution was adopted with names of all 26 people including 25 tourists and a local, who fell to bullets of terrorists at Baisaran, Pahalgam on April 22, mentioned in it.
“This House unequivocally condemns the heinous, cowardly act that resulted in the loss of innocent lives. Such acts of terror are a direct assault on the ethos of Kashmiriyat, the values enshrined in our Constitution, and the spirit of unity, peace and harmony that have long characterized Jammu and Kashmir and our nation,” the resolution read.
The resolution endorsed the diplomatic measures announced by the Union Government on April 23 after the meeting of the Cabinet Committee on Security.
“This House is mindful of sinister designs behind selective targeting of victims of the attack. It appeals to all sections of society and in particular the media not to fall victim to this sinister plot by irresponsibly inflaming passions. The need to remain united in the face of this attempted division can’t be overemphasized,” the resolution read.
The resolution said the Assembly reaffirms its unwavering commitment to foster an environment of peace, development, and inclusive prosperity for all its citizens, and to resolutely defeat the nefarious designs of those who seek to disturb the communal harmony and progress of the nation and of Jammu and Kashmir.
“This House expresses its profound shock and anguish at the barbaric and inhuman attack on innocent civilians in Pahalgam on April 22, 2025. This House stands in full solidarity with the victims and their families. We extend our deepest condolences to those who have suffered irreparable loss and affirm our collective resolve to share their grief and support them in their hour of need,” the resolution read.
It mentioned the supreme sacrifice of pony ride operator Syed Adil Hussain Shah who laid down his life while trying to save the tourists from the terrorist attack. “His courage and selflessness embody the true spirit of Kashmir and shall serve as an enduring inspiration for future generations,” it said.
“This House commends the people of Kashmir and Jammu for their extraordinary display of unity, compassion and resilience in the aftermath of the attack. The peaceful demonstrations across towns and villages, and the spontaneous outpouring of moral and material support towards tourists, reaffirm people’s steadfast commitment to peace, communal harmony, and the rule of law,” the resolution stated.
It appealed to all States and Union Territories to ensure the safety, dignity and well-being of Kashmiri students and citizens residing or travelling there, and to take all necessary measures to prevent their harassment, discrimination or intimidation.
“This House calls upon all political parties, religious and community leaders, youth organizations, civil society groups, and media houses across the nation to maintain calm, reject violence and divisive rhetoric, and work collectively to uphold peace, unity, and constitutional values,” the resolution stated.
Speaking on the issue, Speaker Abdul Rahim Rather emphasized the urgent need for all members of the House to collaborate in creating a safe and conducive atmosphere for tourists.
He called upon everyone to unite in honouring the families who have lost their loved ones, ensuring their sacrifices don’t go in vain. He stressed the importance of unity in emerging stronger together.
“I urge all members of this esteemed House to rise and observe two minutes of silence as a mark of respect for the victims and to show solidarity with the affected families,” he said.
He vehemently condemned this act and expressed deep condolences to the victims’ families, pledging commitment to fostering communal harmony.
“We urge the Government to take immediate measures to enhance the safety and security of tourists, residents, and students from outside the region. All members should collaborate diligently towards achieving this goal,” Rather said.
He stressed the importance of unity in emerging stronger together.
The Speaker further said that tourists had come to enjoy their holidays in Kashmir, but they were subjected to barbaric acts of terrorism, resulting in the tragic loss of 26 lives. “This heinous act of terrorism brings shame upon our community.”
At the beginning of the special session, the Assembly observed a two-minute silence to pay homage to the 26 people killed in the Pahalgam terrorist attack.
The Speaker adjourned the House sine die after passage of the resolution.
The House solemnly remembered and honored the victims, including Vinay Narwal, N. Ramachandran, Dinesh Agarwal, Atul Shrikant Moni, Neeraj Udwani, Samer Guha, Sushil Nathyal, Sanjay Laxman, Sudeep Nopani, Bitain Adikari, Manjunath Rao, Dilip Desale, Prashant Satapati, Munish Ranjan, Syed Adil Hussain Shah, J.S. Chandar Mouli, Madhusudan Rao, Santosh Jaghdai, Kastoba Ganovota, Hemant Suhas Joshi, Shubham Diwedi, Bharat Bhushan, Sumit Parmar, Yatish Parmar, Tage Halying, and Shailesh Bhai.
