Kullu’s Spring Fest set to shine with record revenue, cultural splendour

The Kullu Municipal Council (MC) has generated a revenue of approximately Rs 1.20 crore from the allocation of plots for the upcoming Spring Festival, locally known as Pipal Jatra, scheduled from April 28 to April 30. This includes Rs 56 lakhs from plots designated for crockery, shoe and street vendor markets. Previously, the MC earned Rs 42 lakh from two domes and Rs 20 lakhs from the auction of plots for the handloom section and Meena Bazaar. The festival promises a variety of stalls offering food, utensils, clothing and shoes.

MC president Gopal Krishan Mahant revealed that a 10 per cent increase in plot prices contributed to the revenue surge this year. He attributed the boost to the open bidding process for temporary markets, which heightened competition. The MC aims to create successful business opportunities for traders traveling from distant areas. To address potential concerns, a complaint box has been installed at the Dhalpur office, allowing traders to submit grievances, which the council promises to address swiftly. Traders have already begun setting up their shop structures on the allotted plots.

Mahant emphasised the festival’s distinctive charm, stating, “This year, the Spring Festival will blend cultural vibrancy with socially impactful themes.” Evening cultural programmes will be held at the historic Lal Chand Prarthi Kala Kendra, with the ‘Spring Queen’ competition as a key highlight. Centred around the theme of Beti Bachao-Beti Padhao, the event will combine entertainment with powerful social messaging.

The ‘Spring Queen’ event, which promises to be captivating and inclusive, will feature participants from across the state. Mahant noted that grooming rounds for contestants have already begun, following auditions. Safe accommodation has been arranged for participants from other districts and there is no entry fee for the competition. Winners will be awarded generous prize money and elegant crowns.

In addition to the cultural programmes, the festival will showcase performances by local folk artistes, traditional dances and music celebrating Himachali heritage. “We are committed to providing a platform for local artistes to share their talent,” Mahant stated. Sports events such as boxing, tug-of-war and volleyball will also take place, alongside plans to introduce Tambola for festivalgoers.
