No fuel for end-of-life vehicles in Delhi from July 1
The Delhi Government is all set to implement its ambitious plan to halt the sale of fuel to the “end-of-life vehicles” after the Commission for Air Quality Management (CAQM) issued directions in this regard on Wednesday.
The scheme will be implemented in Delhi from July 1, 2025, and from November 1, 2025 in Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar and Sonepat and from April 1, 2026 in rest of the NCR.
Only 15 of Delhi’s 500 fuel stations remain to be equipped with ANPR cameras.
Under the new system, the ANPR cameras will scan vehicle number plates as they enter fuel stations. These cameras linked to the mParivahan database will identify vehicles that have exceeded their permissible age limits. Once a vehicle is flagged as an ELV, fuel station operators will be notified not to sell fuel.
According to the National Green Tribunal (NGT) ruling of 2015 which was upheld by the Supreme Court in 2018, petrol vehicles over 15 years old and diesel vehicles over 10 years old are prohibited from operating in the city.
The new directives also bans the entry of all commercial vehicles other than BS-VI, Compressed natural gas (CNG), Liquefied natural gas (LNG) and intraluminal vesicles (IlV), into Delhi from November 1, 2025, except such vehicles registered in Delhi.
“It has been established through various assessment studies that all classes of transport/commercial goods vehicles i.e., LGVs, MGVs and FIGVs particularly those with pre-BS-VI standards, have significantly higher emission potential and these while passing through NCR areas and moving into Delhi add to the overall vehicular pollution load in the entire NCR,” the CAQM said.
However, the non BS-IV compliant transport vehicles carrying essential commodities will be allowed to enter Delhi, but only for a limited period up to October 31, 2026.
The CAQM will seek quarterly reports on the action taken by the transport department and police.
