Rozgar nigam a manpower supply company, says govt

In response to an application submitted under the Right to Information (RTI) Act, the government has stated that Haryana Kaushal Rozgar Nigam Limited (HKRNL) is a company that supplies manpower to various government departments as well as private establishments.

“The nigam shall work as a government approved agency for the purpose of deployment of contractual manpower to Indenting Organisations under the control of Haryana Government and private establishments as per their requisition," maintains the RTI reply, adding that “the nigam shall ensure that it is registered as a contractor under Haryana Labour Department".

As per the RTI reply, HKRNL was registered as a company on October 13, 2021, under the Companies Act, 2013. The registered office of the company is located in Panchkula and the authorised share capital of the company (HKRNL) is Rs 5 crore, which has been divided into 5 lakh equity shares of Rs 100 each.

Of these, the government holds 1,99,930 shares through the Chief Secretary, who is the chairperson of HKRNL. Seven other senior IAS officers, who are ex-officio directors of the company, hold 10 shares each.

However, in response to the question under what rule can IAS officers become office-bearers of a company, trust or non-government nigam, the State Public Information Officer (SPIO) at HKRNL has stated that “no such information is available at this office", maintaining that the said information can be obtained from the department concerned.

The information obtained through the RTI Act states that the main objective of the company is to provide manpower on contract to all state government departments.

“This company is authorised to act as the official agency to supply manpower on contract in the state. It will operate the business of deploying skilled, semi-skilled and other human resources on a temporary basis in departments, boards, corporations, statutory bodies, universities, state educational institutions, and other organisations under the state government. Additionally, the company will continuously arrange skill training for the youth according to job requirements," the reply states.

It further states that the selection process for contract-based manpower will focus on empowering socially and economically backward candidates, ensuring timely payment of salaries and benefits to appointed personnel and ensuring adherence to the state reservation policy.

“Many existing private agencies and companies in the state, which provide contractual workers to various departments, often fail to pay salaries on time and do not follow the state’s reservation policy. Therefore, the government functionaries decided to register their own company to ensure compliance with the reservation policy and timely payment of salaries," says the reply.

Additionally, employees recruited through this government-backed company will also receive other benefits, like EPF and ESI, it adds.

Subhash, the state convener of the Haryana Soochna Adhikar Manch, on whose RTI application the information has been received, pointed out that after the registration of HKRNL, the state government made a new policy and started hiring employees on contract through the company.
