Haryana slaps ‘no work, no pay’ on contractual staff for strike in 2024
The Nayab Singh Saini government today cracked the whip on contractual employees, who had gone on strike seeking the regularisation of their services from July 20 to August 3, 2024, by invoking the principle of “no work, no pay” against them.
An order of the Human Resources Department, issued on behalf of the Chief Secretary, said the striking contractual employees would not be paid any remuneration for the strike days. However, taking a liberal view, the government has decided not to effect any break in their service.

Thousands of contractual employees had gone on strike demanding the regularisation of their services last year. The employee organisations’ sustained campaign resulted in relief for the contractual staff with the Haryana Assembly passing the Haryana Contractual Employees (Security of Service) Bill, 2024, late last year allowing the contractual staff, engaged on a contract, ad hoc or outsourced basis through the Haryana Kaushal Rozgar Nigam, to work till the age of superannuation.
Meanwhile, terming the decision “unfortunate”, Subhash Lamba, president of the All-India State Government Employees Federation, asserted that it would cause a huge financial loss to the “low-paid” employees.
“In fact, the state government was responsible for the strike by the employees since the staff went on strike after serving a proper notice. The state government should immediately take back the decision and treat the strike period as “leave of kind due” as a goodwill gesture,” Lamba demanded.
