India Justice Report 2025: Telangana, Andhra Pradesh grab top spots in police ranking

Karnataka has emerged as the top-ranked state in the India Justice Report 2025 which evaluated the states in the categories of policing, prisons, judiciary and legal aid. The two Telugu states— Andhra Pradesh and Telangana—ranked second and third respectively among other large and mid-sized states. While Andhra Pradesh scored 6.32/10, Telangana got 6.15. The top 5 positions were occupied by the southern states with Kerala standing at fourth position and Tamil Nadu at fifth. Telangana’s biggest win is in policing, where it has been ranked No. 1 in the country, with a score of 6.48. It includes parameters like training budgets, vacancies in the force, representation of women, infrastructure, and others. Andhra Pradesh came a close second.

 

In prisons rankings, Andhra Pradesh and Telangana slipped down the board. Andhra Pradesh ranked fourth and Telangana, seventh. Prisons category was analysed based on the parameters including spend per inmate, officers vacancies and women staff. AP scored 10/10 and emerged s the best performer in the average amount spent on each inmate in a year. In having women staff in jails, Telangana’s ranking was dismal as it stood in the 16th position almost at the bottom of the table.

 

In judiciary ranking, Telangana emerged high up the ranking at second position. Andhra Pradesh was fifth. Both the states improved their performances in the category compared to the previous year’s rankings. The parameters in this category include population per high court judge, per capita spend on judiciary, women judges in high courts and local courts, and cases clearance rates.

 

In Legal Aid category, AP stood fifth with a score of 6.51 and Telangana at 10th with a score of 6. The parameters used to adjudged the states were per capita spend on legal aid, Nalsa funds utilised and pre-litigation cases received and disposed among others.

 

In the rankings as per themes, Kerala stood first in Human Resource category. In Diversity and Trends, Karnataka took the first spot.
