Panchkula launches Smart E-Beat System to help curb crime

Taking a significant step towards strengthening crime control and citizen safety, the police have launched a state-of-the-art technology-driven Smart E-Beat System for the district.

The advanced system was officially inaugurated today by Commissioner of Police Rakesh Kumar Arya in the presence of Deputy Commissioner of Police (DCP) Himadri Kaushik and Assistant Commissioner of Police (ACP) Ajit Singh at the police office located in the Mansa Devi Complex. With the launch, Panchkula becomes the third district in Haryana, after Gurugram and Faridabad, to implement the system.

The Smart E-Beat System is a cutting-edge, fully digital, real-time patrolling platform designed to make police patrols more accountable, transparent and effective.

The system includes a total of 29 riders and 12 PCR (Police Control Room) units, which will ensure regular patrolling at around 450 key locations across the city. The entire process can now be monitored via mobile and web applications.

“The Smart E-Beat System will bring a revolutionary change in police functioning. It will not only help control crime but also make policing more responsible, transparent, and technologically empowered. It will strengthen both crime control and public trust in the police,” Arya said.

Over the past month, a Bengaluru-based technical team has been training police personnel assigned to riders and PCR units for the effective use of the app.

Key features of the system include patrol planning, GPS tracking, and centralized monitoring. Every rider’s activity can now be tracked in real-time by senior officers. Both day and night patrolling will be digitally recorded, minimizing any chances of negligence or oversight. Previously, senior officers had to physically visit locations to ensure that riders were patrolling regularly. This new system will also save valuable police time. Moreover, the mapping of crimes and criminals will help the police identify hotspots more effectively.

During the launch, the Commissioner of Police also addressed the police personnel deployed on riders and PCR units, providing detailed information about the app. He interacted with rider drivers to assess their proficiency with the app and emphasised that smart policing was the need of the hour.

In the first phase, riders and PCR units at the police station level have been integrated into the system. In the second phase, traffic riders are also planned to be included.

Through the system, every beat’s data will be compiled in a digital beat book, which can be accessed at any level via mobile or web application, enhancing both transparency and the sense of security.

The most significant feature of the “Smart E-Beat System” is that integrates patrol planning, incident reporting, and monitoring processes. It also functions in offline mode, ensuring that operations continue even in areas with poor or no network connectivity.
