A deep dive into Haryana babus’ property holdings across India
Haryana bureaucrats own property worth crores of rupees at multiple locations in the country, the annual property returns filed by them with the Union Government have shown.
Haryana’s top civil servant and chief secretary Anurag Rastogi has a share in an ancestral mango orchard measuring about 2.311 hectares in Udhampur (UP) with an annual income of about Rs 3.25 lakh.
Besides, he holds a 50-per cent share of a plot in the upscale Sector-4 of Mansa Devi Complex (MDC) in Panchkula, bought for Rs 3.30 crore along with his wife and mother. He also owns an apartment in Gurugram purchased for Rs 1.7 crore, jointly with his wife, which gets them a monthly rental income of Rs 54,450.
DGP Shatrujeet Singh Kapoor’s declared properties include an ancentral plot in Phagwara, Punjab, jointly held with his mother and brother, and another inherited plot at Tejli village in Yamunanagar.
His wife owns a house in Sector 82, Gurugram, purchased from the Haryana Urban Development Authority (HUDA) in 2003 for about Rs 4 crore. It generates an annual income of Rs 1.6 crore per annum. Kapoor has also declared 1,990 square feet apartment in Sector 111, Gurugram, purchased in his wife’s name in December 2011 for around Rs 60 lakh. Its current market value has been assessed at Rs 2 crore.
Kapoor also has an apartment in Sector-2 MDC, Panchkula, bought in September 2023 for Rs 3 crore.
Kapoor further declared a two-kanal plot acquired in 2006 for Rs 10.50 lakh through a police welfare cooperative society in Bathinda. Additionally, his wife holds a 500-square-yard plot, purchased in 2011 for Rs 39 lakh via a group housing society membership.
Among other senior bureaucrats is Sudhir Rajpal, a 1990-batch IAS officer, who, too, owns multiple properties. He has a house on a 500-square-yard plot in the DLF Phase-1, purchased in 1980s and constructed with a government loan. Valued at Rs 7.5 crore, it fetches an annual rental income of Rs 18 lakh.
In Delhi, he owns a two-bedroom flat in Dwarka in his wife’s name, now worth Rs 1.5 crore.
He also owns a three-bedroom flat in Kolkata, acquired in 2005 and currently valued at Rs 50 lakh, generating an annual income of approximately Rs 3 lakh.
Another three-bedroom flat, jointly owned with his wife, is situated on the upscale Golf Course Extension Road in Gurugram. It was purchased for Rs 2 crore and yields an annual rental income of about Rs 6 lakh.
Besides, Rajpal owns a 92.25-square-metre plot allotted by the Haryana Shehri Vikas Pradhikaran against the acquired land for which he paid Rs 15.86 lakh. Rajpal also paid Rs 1.14 crore for an under-construction flat in a group housing society for IAS/IPS officers in Sector 2, MDC, Panchkula.
Sumita Misra, additional chief secretary (home), owns a builder’s floor in Hauz Khas, New Delhi, purchased in June 2024. Now, valued at Rs 3.51 crore, it has an annual rental income of Rs 27.9 lakh.
Misra also owns a 250-square yard house in DLF Hyde Park, New Chandigarh, bought for Rs 87.74 lakh in 2021 with a present value of Rs 1.25 crore, which generates an annual income of Rs 3.6 lakh.
She has also declared ancestral properties, 4,100-square-feet residential plot in Tiwarpur and a 300-square-metre plot in Gomti Nagar, both in Lucknow district.
Besides, she owns a plot worth Rs 1.5 crore in the Punjab IAS/PCS Group Housing Society.
Among other senior IAS officers, Anand Mohan Sharan has a housing society flat in Gurugram valued at Rs 1.25 crore; Raja Sekhar Vundru has a 260-square metre residential plot in Amberpet village, Hyderabad, and a 200-square metre house in Gautam Buddha Nagar, Greater Noida.
Among senior IPS officers, Manoj Yadava owns 32 bighas of land in Tuamai village, Aligarh district, Uttar Pradesh. He inherited 16 bighas and received the remaining 16 as a gift from his elder brother. The property’s current value is Rs 32 lakh.
Yadava also jointly owns a 1,242-square-feet commercial shop in Gautam Buddha Nagar with his brother-in-law, currently valued at Rs 1 crore.
Mohammad Akil owns an inherited agricultural land worth Rs 7.5 crore and a 150-square yard residential property valued at Rs 50 lakh, both located in Aligarh district.
Desh Raj Singh owns 30 acres of inherited agricultural land worth Rs 10.25 crore in Amroha district, Uttar Pradesh.
He owns a 3,495-square feet flat under construction since 2022 on Golf Course Road, valued at Rs 2.05 crore jointly with his wife Mamta Singh, also an IPS officer. In another flat of similar size and location worth Rs 2.65 crore, Singh and his wife have a 25-per cent share each.
