Rising terrorism in Jammu a matter of concern but forces determined to deal with it: L-G Sinha
Jammu and Kashmir Lieutenant Governor Manoj Sinha said on Friday the recent rise in terrorist incidents in the Jammu division was a matter of “concern,” but reiterated that the administration was determined to make both Jammu and Kashmir divisions terrorism-free.
Sinha made the remarks while attending the passing out parade of the 16th batch of the Basic Recruit Training Course (BRTC) of J&K Police constables at the Manigam Police Training School in Ganderbal district of Central Kashmir.
Addressing the new recruits, the L-G exhorted them to work with “diligence and high professionalism” to protect the motherland.
“Technology is changing at a very rapid pace, and the use of new technologies beyond training schools, along with the upgradation of skills to tackle emerging challenges posed by enemies, is the need of the hour,” Sinha said.
He highlighted the evolving nature of threats, particularly in the realm of drug smuggling.
“The threat of drug smuggling is no longer conventional. Smugglers and narco-terrorists are changing their communication methods daily. The dark web has emerged as a new marketplace for the drug trade, and cryptocurrency is increasingly being used instead of conventional transactions,” he said.
The L-G noted that the misuse of new technologies has expanded organised crime and led to a rise in cybercrime incidents. “In such a scenario, you must adopt a policy of continuous innovation to stay a step ahead of criminals. I have full faith that the J&K Police is dedicated and ready to face these challenges,” he said, assuring that the J&K administration and the Central government stand firmly with the security forces.
Sinha said the exemplary courage and supreme heroism of the J&K Police “reassures the people that the Union Territory is in safe hands.”
“The nation is grateful to the J&K Police for the invaluable sacrifices they have made. Citizens can live peacefully and work freely because they know our police force is steadfast in protecting lives and combating terrorism and crime,” he said.
“Today, the J&K Police force is admired across the country for its professionalism, sustained grit and determination,” he added.
The Lieutenant Governor emphasised that the J&K Police, Army, and Central Armed Police Forces (CAPFs) are determined to crush terrorism. “In recent years, these forces have succeeded in curbing terrorism in the Kashmir Valley. However, the increase in terrorist incidents in the Jammu division is a concern. Our resolve remains to make both Jammu and Kashmir divisions free of terrorism,” he stated.
Highlighting the impact of emerging technologies on modern policing, Sinha directed the J&K Police to “adapt to cutting-edge technology and advanced tools to enhance operational effectiveness.”
“In light of rapid technological advancements, our approach must shift to data-centric policing—to effectively tackle challenges, analyse crime trends, predict crime patterns, and adapt our investigative methods accordingly,” he said.
The L-G expressed confidence that beyond professional training, the “life values” the new recruits have imbibed at the Manigam Police Training School—courage, valour, patience, self-sacrifice and discipline—will equip them to face all future challenges.
A total of 438 recruits, including 86 women, completed their rigorous training at PTS Manigam. Among them, 211 constables had previously served as Special Police Officers (SPOs).
The Lieutenant Governor took the ceremonial salute and inspected the parade. He also felicitated the top-performing recruits. An oath was administered to the recruits, committing them to perform their duties with dedication and honesty.
