Contractual employees with two-year continuous service to be regularised
The state government today decided to regularise the services of contractual employees having two years of continuous service as on March 31, 2025. The decision was taken at a Cabinet meeting held under the chairmanship of Chief Minister Sukhvinder Singh Sukhu here.
The Cabinet also gave approval for the regularisation of daily wage workers and contingent paid workers, who had completed four years of continuous service as on March 31, 2025. It gave the go-ahead to enter into a management service contract with East India Hotels Ltd for the interim operation of Hotel Wildflower Hall at Mashobra, ensuring a monthly revenue of Rs 1.77 crore for the state and safeguarding the property from deterioration until a new operator is selected through a competitive e-auction or bidding process.
The Cabinet approved the immediate re-auctioning of the remaining 400 retail liquor shops on an individual basis. It also approved the recommendations of the Cabinet sub-committee on Resource Mobilisation headed by Deputy Chief Minister Mukesh Agnihotri. The committee had proposed various measures aimed at enhancing the revenue of the state government.
The Cabinet also approved the recommendations of a Cabinet sub-committee constituted under the chairmanship of Health Minister Dhani Ram Shandil for strengthening Rogi Kalyan Samitis in the state. The committee has recommended the establishment of high-tech laboratories in all government medical colleges and a provision of free diagnostic services, including all 133 lab tests and X-ray facility, to orphans, widows and their dependent children, single woman (ekal nari) and destitute women. With the inclusion of these three new categories, the total number of beneficiary categories eligible for free diagnostic services will increase from 11 to 14.
To support the adoption of electric vehicles, the Cabinet decided to set up 402 new e-vehicle charging stations at government buildings in the state. These stations would be set up at rest houses, Circuit Houses, premises of the Jal Shakti and Public Works departments, HPSEBL offices as well as the offices of the Deputy Commissioner and the Superintendent of Police.
The Cabinet gave approval for enhancing the monthly stipend of Senior Residents and Tutor Specialists from the existing Rs 60,000-Rs 65,000 to Rs 100,000. Similarly, the stipend of Super-Specialists and Senior Residents (Super-Specialists) was increased from Rs 60,000–Rs 65,000 to Rs 1.30 lakh per month.
The Cabinet gave nod to establishing 50-bed Critical Care Blocks at the Regional Hospital at Swahan village in Bilaspur district and the Civil Hospital at Rohru in Shimla district with required equipment. It also decided to implement the provisions of the Himachal Pradesh Open Places (Prevention of Disfigurement) Act, 1985, in the remaining urban local bodies, including seven municipal corporations, 17 municipal councils and 23 nagar panchayats.
The Cabinet also gave approval to hike in the minimum bus fare from Rs 5 to Rs 10 in both state transport and private buses. The private bus operators have been demanding a hike in the minimum bus fare for the past quite some time.
